One needs some sort of address to get an ID card. Churches, shelters, and other charities are a common option for people who are homeless.
Any ballots that were postmarked or dropped in an official box before the polls closed should be counted. If they were dropped off or postmarked after the polls closed then they should not be counted. Seems pretty simple to me.
Every time this stupid babble about KABILLIONS UV FRAWDULENT BALUTTS being cast comes up, I ask, how could or would a ballot be counted that was not cast by a registered voter? I always get deafening silence from our resident MAGA pedo perverts.
Then I ask, why WOULD anyone cast a fraudulent ballot, given that to do so would be to commit multiple felonies? And for what? For what? None of our resident conspiracy theory-addled Trump-lickers has the guts to answer. At most, they just pitch insults, as a feeble way of dodging the question.
In Oregon, people can use shelters as home addresses and in fact, several shelters in Portland and Eugene will receive, sort, and hold people's mail. And Oregon law is that you can prove residency by filling out and signing an affidavit that you spend the majority of your time in the state. You can even get a driver's license/ID card that says "No fixed address" on it, if you don't want to use the address of your mail drop.
One thing I really like about Oregon is that the various bureaucratic crap is made much easier than in almost any other state. Things like the DMV and various other permits and licenses are so much simpler here.
