The current governor of Iowa, Kim Reynolds, was anointed for the task. That role (when there's a Democratic President) has traditionally been awarded to some Republican up-and-comer, a way of giving national exposure to a nascent rising star. Reynolds is a dead-red die-hard conservative, well-known for refusing federal pandemic aid (fucking over her constituents, an act that she touts as a badge of honor), forcing schools to stay open for live classes even during the height of the pandemic, and blocking mask and vaccine mandates.
Her worst aspect, however, is that she's a close Trump ally. In fact, she's been touted as Trump's VP candidate for his hypothetical 2024 comeback. So, naturally, she's perfecting being an asshole, which she showed in her speech last night.
Her timing, however, was off. Biden's speech and the country's focus was on Ukraine. Reynolds devoted her little segment to a bunch of petty and sometimes stupid criticisms of Biden. Her rant failed several fact checks. It came off as a discordant note after what had been a moment (however brief) of national unity. Her bleating the standard, tired old Republican talking points at a time like this came off as petty and self-serving (certainly, guilty on both counts). It was not unlike Mother Tucker's most recent lie-soaked rant.
So to answer your question, no, not given directly by Putin, but definitely in his service and that of Dear Leader.
