You have it exactly backwards. The proposed revisions would make it easier and less costly for wind turbines to be built. Also, foreign companies that do business in the US are indeed subject to US taxes (where on earth did you get the idiotic idea that they aren't?). Furthermore, you may call the current taxes "Biden taxes," but the actuality is that the existing taxes are "Trump taxes," put in place by the Orange One. Biden hasn't changed the US tax policies significantly yet, thanks to RepubliQ opposition.
Also, if a domestic company can't compete with a foreign one supplying the same product, maybe that company shouldn't be in business. But I'm sure there's no reality in MFG's whining. If you're incompetent, blame taxes, them goldurn FURRINERS, or them LIBURRULS.
Boiler-thinking led to decades of crappy, overpriced American cars because so many auto manufacturers didn't know how to be more efficient and make better products that would compete with foreign autos. They just relied on people buying AMURRICAN no matter how crappy the AMURRICAN cars were.
There's a concept that Boiler types need to learn--the law of comparative advantage. Simply put, if the other guy can make the same product more cheaply and efficiently, you should drop what you're doing, instead, make whatever you're best at, and then trade that for the other guy's product. It's an elegantly simple concept that advocates of trade restrictions and tariffs have never understood.
