There are over 400 departments, agencies & sub agencies. 

In Kevin's naive mind, 1 person is responsible for the daily activities of each agency. 

No country in the world is going to achieve 100% of its population to get tested.

Tom apparently doesn't understand how our system of Government works.  Federal agencies are part of the executive branch and are the responsibility of POTUS.  As I understand it, the desire to develop their own tests was so companies could profit which could not happen if we used the WHO's tests, South Korean tests or German tests as a model. 

The have to profit on everything model of healthcare in our country is what caused the problems at the CDC and the Trump Administration had the ultimate say in which test kits we used.  Common sense should have told them after it was clear the test kits we were using were a failure that we would have adopted one of the already developed tests as a model to make working tests.  Instead, Trump once again turned it over to the private sector and we are still waiting for results.  There is a large backlog at the labs that read these for-profit tests and it is taking as long as two weeks to get test results. They don't do much good at that point. 

I'm guessing you never heard the phrase, "The buck stops here."
