That's a very broad generalization, and like most such statements, is incorrect.
The government does many, many things, some of them very well, some of them adequately, some of them poorly. Obviously, there will never be a time when everyone is pleased with everything. Plus, the exact same performance by a government agency could be viewed by one person as "great" and another person as "terrible."
While I don't want to debate specifics, I just want to name three government institutions that work remarkably well, especially given their often sharply limited resources: the US Postal Service, the FDA, and the State Department. I'm sure that there are people with major beefs about all three, but they all do an excellent job.
