What is the Hold Up?

For example, there are several House races that have been declared, with some of them extremely close (New York, Colorado) What is the holdup for the ones that has not been declared? ( I have used "little" words here so that you can comprehend what is being discussed here).

Because in those races, the number of uncounted ballots is so small that those ballots couldn't change the outcome, even if every vote was for the candidate who's behind.

But then, that's not beyond your comprehension. You just want to argue.

Some votes in Texas still remain to be counted. But since the important elections aren't close, David (and I) don't care.

But who says that counting votes needs to be a race anyway?
