Wild salmon can't come from a reservoir. Salmon need an upstream path to spawn, which is blocked by the dam that creates the reservoir. Hatchery fish can be farmed, but they won't be wild, and water policy doesn't affect that one way or the other.
Then are dozens of good reasons to keep waterways open. And there are dozens of ways to augment the West's water supplies other than building more dams and choking off rivers. Virtually all the good damsites in the US have already been used anyway.
