Let's think about this logically for a moment.
How could both A and B be true?
If B is true then that would mean nothing has hindered the goal implied in A.
If nothing has hindering it then it would have happened by now.
We know that the world is not enslaved by them therefore we can assume that either A isn't true and that isn't their goal. Or B isn't true and other Presidents, either ours or others, likely had a role in preventing said enslavement.
