Take advantage of this while you can. The Rio is changing ownership and they will likely wipe out all the good deals, as one of the ways new owners ingratiate themselves with their stockholders is to quickly elevate revenue, even at the overall long-term harm to profitability.
Another overall caveat is that if you're in Vegas and have an LVA coupon you're on the fence about redeeming, keep in mind that casinos cancel LVA coupons all the time, especially after an ownership change; they evidently don't consider their agreement with LVA to be a contract, or at least not one they feel obligated to honor.
Overall, remember that casinos are evil and they like their customers not in the way you like your friends, but in the way that orcas like seals.
I have booked my November stay with the coupon and have a confirmed reservation. So is it reasonable to assume I am locked in at the coupon rates, even if the new owners pull the coupon?

Almost certainly, yes, if they've sent you an email confirmation and it cites the rates, that's what you'll pay.
FWIW, checking in at the kiosk, no one even asks you for the coupon.

Thanks for the advice Kevin. I just booked July 21 to 23 for a total of $23.81 with the LVA coupon. An unremodeled suite.

You might be surprised if you haven't stayed there before! If it's unremodeled, that likely means that you're in the Masquerade Tower. It's a bit of a walk walk walk from the casino floor and hotel entrance, but the Masquerade parking garage is free and it's right next to the tower.
Those rooms are a bit dated and a bit worn at the edges, but they're HUGE. They really are "suites." You have one wall of floor-to ceiling windows, so ask for a high room. Also ask to be near the elevators, as the hallways are loooooong and radiate out from the elevator bank like the spokes of a wheel.
These are the only standard rooms I've ever seen that have a full-sized couch where you can sit and watch the big-screen TV. The bathroom is pretty large; the nicest touch is a full exterior sink, so two people can polish up at the same time.
Caveat: because these rooms are older, there's a dearth of electrical outlets, and no USB ports. So bring a DC-USB converter thingy.

Thanks for all the info. I am really pleased at the rock bottom rate, thanks to LVA.
I don't mind "dated" rooms. A suite sounds great! I take the bus everywhere so I can eat at other properties, if it is too expensive at the Rio. I visited last year for the first time with my LVA coupon and found the staff very friendly and accommodating.

Rio does have a few $10-ish specials at the food court. And if you visit the Landry's (?) pub during happy hour, the food isn't quite as expensive, and it's pretty good.
Of course, I would just go next door and eat at Pingety Pangety Pongety. And across the street, the Palms buffet beckons.
If at the food court I would advise staying away from the cheesesteak place. Unless you like dried out beef on stale bread.
