$50 All-Purpose comp at the Palms

as far as using it for the room bill, does that include the resort fee as well? specifically, if my room is $70 and the resort fee is $20, is the coupon worth 50% off the $70 or 50% off the total $90? and can it be used for a room at palms place as well as the palms?

Can't speak to the first question because my room bill was over $100, but I used it at PP last Nov.
