"The events depicted in this film took place in Minnesota in 1987." By "Minnesota", they mean the State of Minnesota, a state that is not North Dakota, apparently.

Marge is a police chief in Brainerd, Minnesota.
Jerry sells cars at a dealership in Minneapolis, Minnesota.
Carl steals the license plate from another car at the Minneapolis/St. Paul Airport, which is in Minnesota.
Marge has drinks with Mike at a Radisson in Minneapolis, Minnesota. It's pretty good.
Carl shoots Wade at a parking garage in Minneapolis, Minnesota.
