I'm sorry, what alternate dimension of reality do you get your information from? The administration did not prevent anyone from building a berm....they simply said it was a waste of money. And they were right. Small Government Governor, Bobby Jindall, DID BUILD a berm at a cost of 360 million dollars...and it was a joke. Initially it collapsed...and ultimately it didn't stop oil from reaching wetlands.
Expensive Berms stopped a miniscule amount of oil
Jindal's other big complaint was the massive and expensive "whale skimmer" that didn't work. The Feds pulled the plug after that became obvious. People like Boilerman continued to blame Obama because it was easier than blaming his BFF's who caused the mess.
