There's also a biographical movie about him starring Jack Nicholson. Its really awful with the exception of its comedic value. 4 foot tall Danny DeVito plays Hoffa's strongarm buddy. You can watch Danny get on a ladder and punch Hoffa's critics in the knee cap.

Hoffa was in charge of the Teamsters Union. The union had a lot of money. The union would make high interest loans to people and corporations that couldn't get loans from a more legitimate bank.

The mob was running casinos behind the scenes in Vegas. Legitimate banks wouldn't loan to casinos. If a casino needed money for expansion or renovation.... They called Hoffa.

Ok. So he did help those out that were down on their luck but may cut off an appendedge if not paid in time?

Maybe more than just an appendage. It's never good to owe money to the mob or the Teamsters.
