It is unfortunate for individuals who did not fulfill their service obligation. Veterans earned VA benefits by completing their service obligation as defined by VHA.
How does anyone "below the poverty level" not qualify for Medicaid? I am VA knowledgable but not Medicaid knowledgable at all!
