Snowy cities have already had that for years, when a city is declared to be on “Accident Alert” during a severe storm. If you are involved in a minor fender bender, you’re supposed exchange insurance and personal information then you have a certain amount of days to report it to the police, usually online. So you can get an accident report for the rental car companies but it doesn’t solve the issue of who is at fault so I am not sure how payment of deductibles is handled unless you both have to pay your own.
