No resort fee is you are getting a free, comped room. Resort fee applies to "paid rooms."

I can't help but wonder if this is going to create a black market for players card IDs and licenses.

The Resort Fees are actually waived for Platinum card holders as well. Here is a cut and paste from CET that was emailed to me-

It is my pleasure to assist you with your resort fee inquiry. The resort fee is waived for Platinum, Diamond, and Seven Star members, regardless if they are on a comp room stay. These members will have the option at check in to add the resort package to their reservation.
