Subsidies of alternative energy sources, like billion dollar wind farms, can help reduce greenhouse gasses. So can subsidies of more efficient automobiles. And here's a Vegas example: the Springs Preserve complex was built so efficiently and generates so much solar energy, that it actually returns energy to the grid. Did it cost more money to build it that way? I bet it did.

The above type of actions also typically create more jobs and lower overall energy costs, although it could be argued that somewhat higher taxes hurt the economy - of the Cayman Islands.

Jimmy Carters law was "PURPA". It was good legislation. It is still in act today. Non utility power producers are able to sell their power to the "grid" and the managing companies MUST purchase the power. However, as with most bureaucratic endeavors it rarely works right.
I personally know of people in the Finger Lakes region of up-state New York that can not get paid for electricity they produce from water turbine generators on their land.
There was a family in the south that could not get fairly paid for electricity from a dam on their land.
And then there is the fiasco of giant wind turbines in residential areas.

So, we have a great piece of legislation that has been around since the middle 70's but the federal govt. wont enforce it. But the bad legislation? That will get rammed down your throat no matter how much damage it causes.
