This isn't a new thing. Either give 'em a handout and live with it, or don't do it.

Give to the needy, not the greedy.

Goodwill, Salvation Army, Rescue Mission, Food Banks, charities, churches--they get scammed too, but the money isn't going straight to drugs, and they do help people and families in need.

Our church gets hit up all the time.
- We would give small cash handouts. Word spread and their friends came from afar.
- One frequent-flyer stalked the pastor. He'd given her $5 several times but started turning her down. She followed him home.
- We changed to grocery store gift cards ($10-25). Found out those got cashed for cash (about 60% of value) at places that do that.
- We tried gas vouchers, but the gas stations quit participating. Too many problems caused by the scammers.

Now we put our money toward programs to assist our own who have fallen on hard times (sickness, lose their jobs, etc.). Gives us control over the money and how it is spent. We do meal packs for grade school kids who don't get a decent meal all weekend. (School provides a meal on school days.) We do a weekly program for seniors in the community as well as our members-a hot meal, card games, fellowship, etc. We are not a wealthy church, can't throw good money after bad.

I work in NYC and one night, on the way home, I was stopped by a person who said they lost their wallet & needed $ to get home. I declined

The next week I was walking a different route & the same person approached me with the same story. I told him he needed to take better care of his wallet.
If you ever read Sherlock Holmes there was a story about a newspaper reporter that went under cover to do a story on panhandlers and found out that he could make 4 times what his normal job paid. So he quit he newspaper job and panhandled full time. Just goes to show you how long it has been around.
In Southern California we have had panhandlers at freeway off-ramps for many years now. I now see many of them at off-ramps in Vegas. Some of the ones in California need to get scruffier wardrobes and to go unshaven, because they look too fresh for what they are doing. Since they seem to be at every off-ramp now or on the islands at intersections where they walk between cars while you are stopped, they are too overwhelming and have defeated their purpose. It is much better to give to a shelter or rescue mission.

They can collaborate with a local high school or college drama program on makeup?

I know what you mean. I see them in Philly. They even take shifts. They don't look homeless to me. They don't have enough despair in their eyes.
Only idiots give money to beggars. Learn your lesson.

I disagree with that broad characterization.
Everyone does what their conscience dictates.

Again I say, if you give a handout, live with it.

Maybe it buys a pint of cheap booze. Not what we'd want them to use our money for.
But, maybe that booze gets somebody through the night.
Maybe he or she won't hit the spouse or kid that night, or mug someone else for it.
Who can judge the outcome of an act of kindness, or conscience?

I don't give to beggers, but I wouldn't pass judgment on someone who does.

Stop feeding the trolls.

I always contribute to a panhandler on the way to the airport for my Vegas trip...good karma goes a long ways.
