Texas is in drought conditions. Yet my city charges a minimum fee for water based on a minimum water usage amount that I haven't reached but 4 times in 4 years. I really have no incentive to conserve water during the drought except my own conscious.

What I think you're saying is that everyone who's hooked to city water pays a minimum price that includes some water, and that if you use more water you pay extra, but that you've only paid extra four times in four years. That's pretty typical for communities that measure use.

Thing is, the people who loaned your city the money to build the wells, dams, and pipes probably didn't tell the city it can skip some payments if a drought hits.

You're doing the right thing by listening to your conscience.
No, that's not what I'm saying. I am charged a minimum fee which equates to more than my actual usage. I have only used or exceeded the minimum water usage amount that is charged 4 times & would gladly pay for that usage. I don't like paying for water I did not use ( the difference between my actual usage & the minimum charged).

Think i gotta go with the righties on this one. I think its pretty standard practice to turn off someones water, gas, telephone when the bills dont get paid. Probably everyone on this board knows someone thats had it happen to them. Drinking water costs money. Thats why you get a bill for it. Is the outrage in Detroit that the city does not offer free water to its residents? Seems a little outrageous. People are pissed about the governor's "emergency dipshit" that trumped the democratically elected local leaders. I get it....but you still gotta pay your water bill.
