I know! I know! The answer is WaterCare. They could set up competitive water exchanges....and a State Web Site to help water consumers select the water plan that works best for them. Then, if some poor people don't make enough money to pay for their water plan, the state could subsidize their water plan.

Now, if you haven't paid for your water in years and owe the water works lots of money, we'll consider that a 'pre-exisitng' water condition and ignore it when you get your new WaterCare Plan.

I don't think there's a right-left split on this, I too think that everyone who can pay these bills should pay them.

However, it does seem crazy that some people in Detroit have been paying more than 20% of their pretax income on water and sewer service. It shouldn't cost that much.

The average montly bill in Detroit is $75, almost double the national average of $40.

Maybe that has something to do with the fact that the water infrastructure in Detroit was built and staffed to accommodate a city of 1.8 million in the 1950s and now there are less than 700,000 residents.

That's right. Detroit is has become horrible in an amazing variety of ways.

The infrastructure can't be supported by the dwindling tax base. That's why there's an effort to consolidate people into a smaller footprint, so that resources aren't so spread out.

Based on the photo in your link it looks like if Nicole Hill cut back on her eating she could afford the water bill.

I did a little checking . From City-Data. com :


The median household income for 2009 for the city of Detroit was $26,098 . That of course , works out to an median monthly income of $2174.83 . A $75.00 water bill is an average of 3.4 % of income , a far cry from the poorly researched information provided by the LA Times . Of course , the median average means half are above , and half below the number . Which puts many , many households far below the 20 % number . Bob
