what if all cars were Hybrid

What if all cars were a combo of electric and hybrid - where would the money come from to fund the highways ?

The perpetual shortfalls stem from the fact that the federal gas tax of 18.4 cents per gallon hasn't been raised since 1993. Meanwhile, the country's population has grown substantially and cars have become more fuel-efficient, even as construction costs have continued to increase.
What if all roads were Solar Freaking Highways
Oh God, please let it come true!!!!!!

For purely selfish reasons.
Hybrid cars have affected gas taxes in California drastically. They are now talking about a bill to implement GPS on every car and you will be assessed based on mileage used, highways used, and time of day driven. This would completely screw over anybody who bought a hybrid or electric car.

It also screws the poor people who have to live further from town because they can't afford to buy a house closer to where they work and people who have to drive for a living.

What if DonDiego had a Flying Car like they promised him in 1957?

There in lies the rub. The administration wants higher gas prices to keep people from driving and to use public transportation. However in places like California and the west where cities are vastly spread out. Public transportation has yet to keep up. Also as has been mentioned, less gas bought means less tax revenue and less revenue means the government doesn't get the money they demand....

Now the feds have to find a different way of collecting "their" money.
They would simply tax the electricity you use to charge the car.

There is legislation being proposed in several states to tax people per mile driven, as RM wrote. As far as I know, all electricity is already taxed. ....so hybrid owners, if some people have their way, will pay gasoline taxes, electricity taxes, and mileage taxes. Way to promote energy efficiency!

One of the many cool things that would happen if all cars got much better mileage would be a lot less dependence on foreign oil, which would translate into a lot less dead and wounded American soldiers.

I believe that the writer from Popular Mechanics who promised that flying car now writes for Yahoo. He specialized in "The next free Green Energy" type articles.
