On a Facebook forum I follow someone posted about a friend trying to collect a $1 chip from every casino. Only Binion's and the Four Queens said they couldn't sell a single dollar chip at the cage because it was 'against their policy'. Can you shed some light on why there might be a policy against this? Are there any laws that govern 'selling' of casino chips? Thanks in advance for any light you can shed on this.

For example, I have heard there are casinos in the Philippines that instead of using TITO, actually store dollar amounts on player cards and add or debit them based on wins and losses at a machine, eliminating the use of tickets entirely. When I used to come to Vegas with my family in the 1950s. I remember how strict it was that children under 21 years were not allowed in the casino area. There were uniformed guards at all entrances, ready to tell you to leave. Today there is very little evidence of security. I see small children in the casino areas all the time. What gives?
