I agree with #1 and #3.
How many times have school shootings been carried out by a teen whose parents had guns in the home, knew their kid was 'troubled' yet their guns were not secured? The "won't happen with my kid" syndrome.
And why is it a violation of law (or the perception of it) should someone (parent, doctor, teacher, even police) who suspects trouble to DO SOMETHING, call somebody and take the kid (or adult) out of action right now? This kid texted a photo of his guns to a friend who actually questioned the shooter about it? Privacy, hell!
As for #2, I just don't think it is realistically possible, wouldn't come through on any mental health exam. Similar to stopping drug overdose deaths. Won't show up in the interview. Nice idea but it wouldn't work, other than creating another $600K/yr job at the government level to appoint a $500K surgeon general type to appoint boards and committees (paying six figures to meet twice a year) to study how this would be done and safeguard PRIVACY (bunk) at the same time.
And I'm not pointing at any political party or leaning when I say all that. JMHO.
