What does you question have to do with California's rankings? One thing for sure, every other state is ranked LOWER in these categories than California....
The most populous State has the most homeless, poor, and sick people, the most crime, and the most businesses.

Not when the only relevant statistics are considered, which is PER CAPITA.
California is #1 in GDP, tech, business start ups, gun laws, agricultural production, and teacher salaries to name some more of the positive aspects of living in the state.
How is this for a start.
Ca had 28% of the homeless & 16+% of the illegals. Both are above their population proportion.
Ca has the highest violent crime rate.
They have the highest taxes
On a per capita basis Wyoming has the most startups.
