On a per capita basis Wyoming has the most startups.
California has excellent weather, so that state has a high proportion of homeless people. There are also abundant social services, which is better than being killed on the street, like in Texas.
It has ALL THEM FEELTHY ILLEGULS because the state borders Mexico, and it has abundant agricultural employment opportunities.
It doesn't have the highest crime rate--that's a Tom-stat, and a lie--but it does have a high crime rate, which is to be expected in a state with many large urban centers.
CA doesn't have "the highest taxes"--another Tom-stat--but its taxes are relatively high, because of extensive state programs and services. But the state is also quite wealthy and people earn more there, so those high taxes aren't a burden.
And then and only then does Tom segue to per capita basis--because all his Tom-stats would be meaningless if expressed on a per-capita basis. I'm not surprised that Wyoming has a high proportion of business startups. I fail to see what that has to do with California.
California has moved from being, if it was a country, the sixth largest economy in the world to the fourth largest.
As long as all the stupid Toms and Millerpigs stay away, that will continue.
