If I shot somebody, I would not expect a stern warning from the police, "now, don't do that again, or you'll be in real trouble." Granted, that is a kind of hyperbolic example, but only in degree. People who parade around without masks, retail establishments that don't enforce the rules, and yes, people who shoot people, all put others' lives at risk. It shouldn't be condoned or wrist-slapped.
