The vast majority of people don't practice proper hygiene or know how to behave in public when they're contagious. Yesterday, I was at the library, reading in one of the comfy chairs they provide, when an occupant of an adjacent chair suddenly let go with a volley of open-mouthed coughs, which went on for about ten seconds. I left as soon as I realized it, but I'm sure I had ample opportunity to inhale the pathogen-laced cloud that the guy provided for us.

You need to look up the meaning of "inherently." "Liberals," whoever you may have been referring to, have never told you that.
Using race as a criterion for quarantine is racist. If more persons of a given race are quarantined than another, that may or may not be the result of racist policies. It may simply be that more persons of that race come from an affected area than persons of other races.

Actually, yes, that does indeed prove that the justice system is racist, and that simple fact has been pointed out by a lot of folks besides "Obama and friends." And yes, there have been dozens of studies showing systematic racial discrimination in lending. I don't know about the firefighter tests, or if your assertion about that is true.
You don't have to continually put on your Nasty Old White Man cap. Our society's institutions are still very much racist, and systematic racism affects the lives of black people everywhere in this country. To deny or belittle the problem is both stupid and an act of ignorant assholery.
