It is a well documented and easily obtained fact that Republican Governor Rick Snyder disolved the Flint Municipal government and installed his own unelected, "emergency managers" to handle the governance of FLint including the decision of switching the drinking water. Their names were Ed Kurtz and Darnell Earley.
As time reports, there was blame to be put on state departments (of the Republican Governor's administration) but much of it was with the two unelected lackies he put in charge of the city - effectively overturning local municpal elections.
