The metric for the article's ranking was reported crimes per 100,000 people, a statistic that has only a rough correlation to actual crimes.
I note with amusement, though, that many of the cities so ranked are in rabidly Republican states. And here I thought that Republican crusading for law and order and continuing efforts to "keep them darkies in line" would have created a serene, peaceful utopia.
What has been confirmed is that the Conservatives on this site assured everyone that defunding the police department would lead to more crime. The Liberals assured us that crime would not escalate.
