Train saftey regulation ecnacted and then removed

The Obama Administration enacted tough safety regulations on trains carrying hazardous cargo.

The Trump Administration removed them because everything Obama did was by definition "bad".

And now the same Republicans who removed the regulations are crying about unsafe trains.

Does anyone but me know what the change in rail regulation involved?  Does anyone other than me know if this crash would have been prevented if the regulations were still in place?
