It seems pretty simple to me. You can catch up if a child misses a year of education. You can't bring a dead child back to life.

I can only imagine what parents are going through. It's horrible that Trump is essentially trying to blackmail schools to open up. The money he's threatening to withhold goes to supporting the neediest and most impoverished students. I was surprised to learn that he has the power to do that--maybe he actually doesn't?
The most horrifying thought of all is that maybe he's well aware of whom his threats, if carried out, would hurt the most--minority and impoverished families. They're not Trump supporters, so maybe he WANTS to kill a couple hundred thousand of them? We've already seen his utter lack of compassion with his kids-in-cages program--over 1,000 kids are still there BTW--and the fact that thousands of kids might die if schools are opened up not only doesn't bother him--it fills him with delight. Because, you know, they're all children of rapists and murderers anyway.
As of mid May (Wash Post) less than 12 people under 17 have died from the virus. They also tend not to be carriers. More were killed by gunfire.

There's also the fact that while an infected child may not die, that child can still infect dozens of others--including older family members who may be much more susceptible. So opening up schools is a stupid idea for that reason as well. You KNOW kids won't observe social distancing and will be careless about wearing masks.
