If a person gives a false name or address on a ballot, then that person's signature won't match that on the voter registration document on file for that person and address. If there's no such person on the voter rolls, the ballot will be rejected. If the signature doesn't match, the ballot will be rejected. If the person who is named has already cast a ballot, the false ballot will be rejected.
