Here in Oregon, we have a Democratic governor who has been fairly strict and cautious about mitigation measures. Governor Brown initiated one of the earliest statewide shutdowns, has been very cautious about reopening, and monitors the data carefully.
Unfortunately, while most of our population is Democratic, most of the state's counties are Republican. So there has been a LOT of bitching, moaning, screaming, and sign-waving in opposition to everything Brown has done. People in areas other than the state's five Democratic counties (all more populous than any of the others) have been flouting social distancing and mask-wearing guidelines and recommendations. A lot of the demonstrations have been "FREEDUMB"-oriented.
As a result--predictably--there have been outbreaks in Oregon's rural counties. For example, a church in eastern Oregon that held a service in late May--in direct violation of the governor's orders at the time--has reported 230 cases from the 300 or so attendees at that one service. But they had to attend--because, y'know, freedumb.
Portland, Salem, Eugene, etc. are holding the line--a small upsurge in cases, but nothing near what we're seeing in other states. Hospital capacity is fine, since Oregon never had all that many cases to begin with. The difference between the populous Democratic counties and out here in rural yahoo Trumper land is that people in the former actually obeyed social distancing and mask guidelines--and respected the complete lockdown when it was in place earlier. The dum-dum counties have dodged the bullet so far--but not any longer.
