In the Republican Response to the State of the Union (no, not that one - the other one...no, the other one) Republican Congresswoman Rodgers referenced a woman whose premiums were going to skyrocket by an additonal $700/month because of the new law.

Reporters tracked down the woman in question (her name is Bette) and it turns out she could easily get broader insurance with lower premiums at a savings of over $350/month compared to her previous plan. But Bette hates Obama so thought it would be more in her self interest to go uncovered.

Bless Bette's poor, oppressed heart. And Obama be damned for offereing her superior insurance at a massive discount.

How is that tweet identifying right wing racism? It's incendiary rhetoric of generalizing a whole group based on a small segment's views. Kind of like saying right after 9/11, "Maybe the left wing isn't, but the rest of America is in mourning", because some on the left thought the US deserved 9/11.

No, she's forced to accept lower deductibles. It says so in the newpaper article pjstroh linked.

A compliant plan meeting the Affordable Care Act's coverage mandates actually is available from Washington's insurance exchange for much less -- and with a deductible far lower than the $10,000 she was paying under the old plan and broader coverage, though lacking a provision for four free doctor visits a year provided by her old plan.
