I would never insult the server with what I consider an intentional slap in the face by giving 20 cents. IF i considered the service "poor-terrible", I would definitely consider not giving a tip, leave a very "stingy" tip. (ie: 7-10%) But if not leaving $5.00 minimum on that $60 check, I would leave nothing.
AND, I would try to speak with the manager before leaving to let him/her know I considered the service sub-par, and chose not to tip, or "stingy tip" for whatever reasons I "justified" my lack of generosity with.
I do not think the owner posting the image of the "tip" on the internet was appropriate, justified or ethical. If I were a local or customer, I would seriously consider never patronizing that establishment again, and letting the owner know why. Just a very poor PR move, IMHO, by the owner.
IMHO, I'm on the verge of considering the owner a bigger AH than LeSean McCoy for his 20 cents AH "move".
I generally tip $2.00 for lunches, $3.00 for dinners, which usually falls in the 20% range for my average meal.
