According to Reuters: It also is likely to reinforce the widely held notion that the UAW cannot make significant inroads in a region that historically has been steadfastly against organized labor and where all foreign-owned assembly plants employ nonunion workers.

The UAW went in before the vote and wrote a contract with VW conditional on a positive union vote without telling workers about the contract. It contained conditions that the workers would magically be bound to without voting on just by accepting union representation. The UAW tail was trying to wag both dogs - the company and the workers. I thought that's how it works when you unionize. You elect representatives to hammer out the details in the labor contract. You can't vote on every little detail.
The final tally was 726 workers voting no while 612 voted yes, with 89 percent of the eligible workers casting ballots.

That may be true. DonDiego hasn't read the text of the pertinent Law.
Volkswagen had supposed that instituting such a co-operative committee without having a Union vote might have violated US Labor Law. Now that the vote has occurred, it may be possible to do so legally.
