The study was done by the Commonwealth Fund whose president is David Blumenthal, who happened to be the senior health advisor to the obama campaign. In March, 2009, obama appointed Blumenthal to be the National Health Information Technology Coordinator.

Right off the top the study says 8m signed up but ignores the fact that about 80% have actually paid which brings the number down to 6.4m. The govt has also admitted that there are problems with over 3m applications. The study also doesn't answer the question of how many people who signed up were as a result of their prior plans being cancelled?
