To answer your question...yes and no. The really good stuff like the Wally and gas cards and the half points promos seem to have been the same. The drawings (kiosk/spins and such) also seem to be largely the same. I do think that there have been fewer promos overall, and lasting shorter, than before. I can't really verify that, though, because I don't have a record of promos in prior years.
What I've noticed more is how ridiculously hard it is now to squeeze a comped room out of them, when I used to get regular offers and could get any paid nights comped at checkout. Either I have to play shit games or get pounded through the floor, I guess...?
