Wow, you can't stop chewing on that bone, can you? I slightly misspoke. I said that employees actually pay unemployment taxes (even though their employers remit the withholding), because their paychecks are smaller due to their employers' tax obligations.
I had several hundred small business clients over the years, and they were all happy.
Oh, and O ignorant one, in California, where I practiced my profession, there WAS a direct UI deduction taken from people's paychecks--though that is no longer done. The salient point is, however it's done, employees are the ones who pay for UI.
