There are FOUR REIs in the Portland metro area. The downtown one is closing because it's not making as much money as the others. This is due to poor access and very limitd parking.
Stupid Tommie-poo cherry-picks data, which is simply lying. The crime stats for a single neighborhood--one-fifth of a square mile--cannot be honestly extrapolated to the entirety of Portland.
