According to forkushV's own source this is not so:

DonDiego has neither the knowledge nor the authority to define "fraud" for the State of Kentucky. The State of Kentucky has, so far, not accused Humana of fraud. If forkushV has knowledge that might impact the State of Kentucky's decision, he would be advised to notify them by a certified letter instead of supposing they might see it on the LVA Fora.
